Once again, Virginia received a number of top rankings in Business Facilities’ 2013 State Rankings Report. The Commonwealth was ranked No. 5 for Best Business Climate and No. 8 for Economic Growth Potential.

The strength of Virginia’s workforce and education system was recognized through a No. 8 ranking for Best Education Climate and a No. 9 in the Employment Leaders category.

A number of Virginia’s key industries were also touted by the study. Virginia was ranked No. 4 in the Data Center category. Data center investment has grown at a rapid pace in the Commonwealth due to Virginia’s plentiful high-tech workforce, substantial broadband infrastructure, and low-cost environment. In 2012, Virginia saw more than $1 billion in investment in this sector.

Virginia was ranked No. 7 in the Aerospace/Defense Industry Leaders category. This comes as no surprise, as the Commonwealth is the No. 1 state for Department of Defense contracts and is home to a number of global aerospace and defense companies due to its strengths in the high-tech and manufacturing spaces, strong military presence and close proximity to federal customers. Virginia also offers one of only four commercial sites authorized by the FAA for orbital space launch.

Often referred to as the “Energy Capital of the East Coast,” Virginia was recognized as a Biofuels Leader with a No. 7 ranking. The Commonwealth has seen a number of announcements in this sector—Enviva is currently completing construction on a 454,000-metric-ton wood pellet manufacturing facility in Southampton County. The company will utilize Southern Virginia’s rich wood basket, seasoned labor force, and proximity to the Port of Chesapeake to provide biomass for its international customers.

In addition, three Virginia localities were recognized in the Business Facilities Metro Rankings Report. Prince George County was rated No. 7 for Economic Growth Potential, due in part to expansions at Ft. Lee, Rolls-Royce and the Commonwealth Center for Advanced Manufacturing (CCAM). 

Newport News and Norfolk were ranked No. 2 and No. 9, respectively, as Logistics Leaders (Ports) for their proximity to the international Port of Virginia. Offering access to 250 ports in more than 100 overseas locations, the Port of Virginia is the only U.S. East Coast location able to handle post-Panamax vessels as first port of call.

On Wednesday, Lieutenant Governor Bill Bolling and Secretary Todd Haymore attended Enviva’s ground-breaking ceremony at the Southampton County Commerce and Logistics Center in Franklin, Va.

Enviva began construction on its 454,000-metric-ton wood pellet manufacturing facility after announcing this project would bring a $75 million investment and 64 new jobs to Southampton County last November. The facility is expected to support more than 100 additional jobs through the company’s logging supply chain.

As a leading biomass fuel supplier, Enviva’s commitment to sustainable practices is evident in its location requirements. To minimize its carbon footprint, the company seeks strategic locations offering close proximity to both biomass sources as well as waterways and ports, for easy shipment to international customers.

Southeastern Virginia is uniquely positioned to meet the company’s needs on both counts. According to Enviva Chairman and CEO John Keppler, “Southampton County has all the elements essential to our success: a rich wood basket, a strong and seasoned timber industry, a skilled and experienced labor force, and is logistically advantaged to our Port of Chesapeake export terminal.”

Enviva Launches First Shipment from Virginia’s Port of Chesapeake

Enviva acquired the deep water terminal last January to handle up to three million tons of biomass export to international customers. The company constructed a 157-foot-tall silo at the site, able to store 45,000 metric tons of wood pellets at a time and withstand extreme weather conditions due to its technologically advanced design.

Enviva selected the Port of Chesapeake due to its deep water capacity and ability to handle a variety of vessels, as well as its access to international markets and proximity to biomass sources and other company operations. The company already has a facility in the region, and announced its plans to build a 454,000 metric ton wood pellet manufacturing facility in Southampton County, Va., this past November. The $75 million investment will create 64 new full-time jobs, plus the additional jobs created through the company’s logging supply chain.

With demand for renewable sources of energy expected to increase, Enviva, a leader in biomass fuel manufacturing, is well-positioned for growth. The company expects its facility at the Port of Chesapeake to be a “flagship operation,” as it is ideally situated close to the biomass supply chain with the capabilities to reach global customers.

Virginia is on the fast track to lay claim to the title “Energy Capital of the East Coast,” and this is certainly another step towards that end. With an “all-of-the-above” solution to the energy crisis, the Commonwealth possesses resources across multiple sectors ranging from conventional fuel mining to natural gas and nuclear energy, all the way to renewable energy sources such as wind and biomass.

Enviva’s mission is closely aligned with the Commonwealth, as it seeks to balance energy needs with environmental concerns through a strong commitment to sustainable business practices. RockTenn recently celebrated 100 years of success at its West Point mill in King William County, Va. The mill produces white top linerboard and recycled medium used in corrugated boxes and other types of packaging. 

The West Point mill began operations on May 16, 1914, a little over a year after the company was first established as the Chesapeake Pulp & Paper Company. The mill began with 140 employees and a capacity of 20 tons of paper products per day.

Chesapeake Pulp & Paper Company would later become Chesapeake Corp. and the mill would change ownership a number of times before being acquired by RockTenn in 2011. RockTenn is publicly traded (NYSE: RKT) and one of the leading packaging solutions providers in North America.

In 1930, the West Point Mill acquired the first Fourdrinier machine in the South, allowing it to manufacture continuous sheets of paper.  The machine initially created a sheet 218 inches wide, running at a top speed of 1,000 feet per minute. The machine has been updated and is still running today at 2,000 feet per minute.

The mill added paper machine No. 2 in 1964 and machine No. 3 in 1985. Today, the mill employs more than 500 Virginians and produces about 900,000 tons of paper products each year.

In October 2012, RockTenn celebrated completion of an 11-mile pipeline to supply natural gas to the West Point mill, in partnership with Virginia Natural Gas, Dominion Virginia Power, New Kent County, King William County, and the Town of West Point. The company also invested in the mill to make it more efficient, reduce emissions and lessen its carbon footprint.

According to RockTenn General Manager Chris Broome, “We are very excited about the investments RockTenn is making in our West Point mill to continue providing our customers with high-quality products and to better support their needs. We are committed to being a good business partner within the community and value the relationships we have developed throughout the years.”

U.S. Foreign Affairs Security Training Center Comes to Virginia’s Fort Pickett

The U.S. Department of State recently announced plans to establish its Foreign Affairs Security Training Center, known as FASTC, on 1,500 acres at Fort Pickett in Virginia’s Nottoway County.

U.S. diplomats are currently trained at multiple sites across the nation. In May 2008, Congress identified the need to consolidate training at one facility to improve efficiencies and cost savings. 

After a multi-year search, Fort Pickett was selected as the best site over 70 other properties because it met DOS’ operational requirements and offered close proximity to D.C. agencies and the intelligence community.

FASTC will train approximately 8,000 – 10,000 U.S. ambassadors and diplomats sent to foreign countries, sometimes in dangerous locations. The center will initially focus on hard skills training, which includes detecting surveillance, providing emergency medical care, identifying explosive devices, firearms training, and performing defensive driving maneuvers. The 2012 attacks in Benghazi highlight the importance of this training for the U.S. foreign affairs community.

Fort Pickett is the perfect location because the 46,000-acre campus offers plenty of land and a secure environment to build driving tracks, mock urban environments, and firing and explosive ranges. Fort Pickett was established in 1942 and currently serves as the Maneuver Training Center for the Virginia National Guard. While the land is predominantly in Nottoway County, it covers parts of Brunswick and Dinwiddie Counties.

This project is expected to be transformative for the Nottoway County region. The DOS is currently estimating a hard-skills facility will bring $461 million in investment to the area, not to mention additional jobs both onsite and in the community through the multiplier effect.

U.S. Senator Tim Kaine and a group of federal, state and local officials recently visited Fort Pickett to tour the future site of FASTC. The Administration continues to work through budgetary issues and must complete an updated master plan and environmental impact study before construction can begin.

Virginia’s selection as the site for the FASTC project illustrates how the Commonwealth provides the right location, infrastructure and workforce for both public and private entities. To learn more click here.

The Virginia Tech Carilion School of Medicine Holds Its First Commencement Ceremony

The Virginia Tech Carilion School of Medicine will hold its first-ever commencement ceremony on Saturday, May 10 at 8:30 a.m. at the Jefferson Center in Roanoke.

The ceremony will be held for the school’s first 40 graduates, who are all continuing on to a residency. U.S. Senator Tim Kaine, who as a former governor of Virginia signed legislation to support the creation of the new school, will be the keynote speaker.

The Virginia Tech Carilion School of Medicine and Research Institute serves as a model of collaboration between public and private partners. The institute combines Virginia Tech’s sciences, bioinformatics, and engineering with Carilion Clinic’s highly experienced medical staff. The Virginia Tech Carilion Research Institute collaborates with 75 institutions around the world, and has 168 research employees.

In addition, the institute’s unique, patient-centered learning model and small class size allows students to learn through real-life situations with ample student participation. Only 15 percent of medical schools in the U.S. have a patient-centered learning curriculum.

Virginia has a number of nationally recognized medical training and research institutes around the state, including the VCU School of Medicine and the UVA Department of Biomedical Engineering and School of Medicine, and now adds another major medical school in the western part of the state.

Virginia’s nationally acclaimed universities and community colleges, ensure businesses have a knowledgeable and highly trained workforce. Commonwealth Crossing Business Centre Breaks Ground in Martinsville-Henry County

Last Thursday, a kickoff event was held marking the beginning of development at Commonwealth Crossing Business Centre.

The event at the 740-acre site attracted members of the U.S. Congress, state leaders, local officials, and citizens and neighbors from both Virginia and North Carolina. The CCBC project began in 2007 when Henry County purchased the land. Earlier this month, the grading permit was awarded by the Army Corps of Engineers.

Chairman of the Henry County Board of Supervisors H.G. Vaughn, U.S. Senator Tim Kaine, U.S. Congressman Robert Hurt, U.S. Congressman Morgan Griffith, and Virginia House of Delegates member Danny Marshall delivered remarks. U.S Senator Mark Warner could not attend the event but had his remarks delivered by a member of his staff.

Henry County officials said their plan is to create about 140 to 170 acres of useable pad space for potential companies. Grading work on the site is expected to begin within two to three weeks and it could take up to 18-24 months to complete that work. The Martinsville-Henry County Economic Development Corporation will be the lead agency in marketing the property.

CCBC is a prime location for advanced manufacturing companies, including automotive and aerospace. The business park is located in an Enterprise Zone, which allows companies to apply for special zone grants and incentives. CCBC is located 33 miles from the Piedmont Triad International Airport and is adjacent to the Norfolk Southern Railway Mainline.

Funding partners for CCBC include Henry County, the City of Martinsville, the Martinsville-Henry County Economic Development Corporation, the Tobacco Commission, The Virginia Economic Development Partnership, the Small Business Administration and the Mid-Atlantic Broadband.

Halifax County Industrial Development Authority recently announced it has received a $427,500 grant to complete Phase III renovations on the Southern Virginia Advanced Manufacturing Center.

SVAMC is located in South Boston, Va., at the former Daystrom Furniture manufacturing plant. Halifax County purchased the facility three years ago, which includes 34 acres and three buildings totaling 430,000 square feet. 

The county has been renovating the site, originally established in the 1960s, and recently added a new, more energy-efficient roof. Phase III renovations will extend natural gas to the site through a collaboration with Columbia Gas of Virginia.

The goal of the project is to provide a manufacturing ecosystem that will draw multiple companies to the area, as well as jobs and investment. The facility will include both advanced manufacturing and hands-on workforce training space for multiple tenants. It is expected to be ready in early 2015.

VEDP helped Halifax County identify the grant from the U.S. Community Advancement and Improvement Program. Matt Leonard, executive director of the Halifax County IDA, emphasized the importance of the funding for the region, commenting, “The USCAIP grant provides benefits beyond its dollar value.”

This joint win comes as a result of both counties working over many years to ensure their business parks would attract world class companies like Amazon. The Meadowville Technology Park in Chesterfield and Dinwiddie Commerce Park in Dinwiddie are shovel-ready sites offering sufficient water, gas, and electricity capacity for large business customers, as well as convenient access to I-95, I-85 and the nearby UPS hub.

Due to their central East Coast location, these two fulfillment centers will expand Amazon’s distribution ring across the U.S. and allow the company to easily service customers within one to two business days. Virginia already has a strong reputation for its logistics capabilities reaching both global and domestic markets. The Port of Virginia, with its deep harbor and Suez-class cranes, offers companies the only East Coast location able to hand post-Panamax vessels as first port of call. With two Class I railroads, an Inland Port, and a world-class interstate system, companies located in Virginia can transport goods to customers quickly and cheaply.

In order to meet the increasing demand from its Tier 1 customer base, the company is investing $35.5 million in a new facility and additional machinery that will significantly increase its production capacity.  

With global headquarters in Germany, the company certainly had a wide choice of locations. Virginia was able to compete against Georgia and keep the company in the Commonwealth due to Virginia’s favorable business environment and the quality of its workforce. Virginia’s automotive industry employs close to 15,000 people who are well-prepared by the world-class engineering programs offered through Virginia’s higher education system. In addition, the Commonwealth maintains a number of automotive R&D facilities, including the Virginia Tech Transportation Institute, the Virginia Tech Advanced Vehicle Dynamics Lab, The Virginia Tech Center for Automotive Fuel Cell Systems, the National Tire Research Center, the National Crash Analysis Center, the Virginia Institute for Performance Engineering and Research, the University of Virginia Center for Applied Biomechanics, and Old Dominion University’s Full Scale Wind Tunnel at NASA Langley.

Rubbermaid Commercial Products Announces Expansion in Virginia

Last Thursday, Rubbermaid Commercial Products (RCP) announced it will create 71 new jobs and invest $67.25 million to expand its manufacturing operations in Winchester and establish a new distribution center in nearby Frederick County. The company has a longstanding relationship with the Commonwealth, as Winchester has also served as the company’s headquarters location since 1968.

The expansion in Winchester will allow the company to increase its production capabilities and improve its energy efficiency by replacing older equipment with state-of-the-art injection molding equipment. In Frederick County, the company is taking over the now-vacant G.E. Lighting facility and will convert this into an updated 454,000-square-foot global logistics center. The availability of a suitable logistics facility close to the company’s headquarters certainly aided the Commonwealth in securing this project.

Known for its leading commercial cleaning and sanitation products, RCP’s growth includes both domestic and global customers, such as Shangri-La Hotels worldwide and the Hong Kong Airport. Virginia’s superior logistics capabilities were a critical advantage in winning this deal. Both locations provide convenient access to I-66 and I-81, and with the Virginia Inland Port only a few miles away, the company can access international markets through the Port of Virginia.   

The Winchester-Frederick County area is quickly becoming a hub for global manufacturing companies. O’Sullivan Films, Federal-Mogul, Kraft Foods, H.P. Transportation Gains Momentum in Virginia

Hitting maximum capacity, this gathering couldn’t have been more timely given the recent activity in transportation infrastructure projects across the Commonwealth.

Hitting maximum capacity, this gathering couldn’t have been more timely given the recent activity in transportation infrastructure projects across the Commonwealth. 

The Governor’s 2011 transportation proposal was the largest investment road and railways had seen in 25 years. In addition, Virginia’s transportation infrastructure has been strengthened by a flurry of recent public-private partnerships announcing improvements to  Route 58 and the Coalfields Expressway in Southwestern Virginia, the I-95 HOV/Hot lanes project in Northern Virginia, and the Midtown Tunnel and MLK Expressway extension project in the Hampton Road region.

And just why is transportation getting all this attention? It appears word has gotten out that transportation infrastructure and economic development are directly related. This was a key theme of the VEDP Global Logistics Forum, and in the words of Governor McDonnell the two are “inextricably linked”. Bringing companies and jobs to Virginia brings more people to the Commonwealth, and these additional people add more cars to the roads and consume more goods, requiring more freight to be delivered to communities. Nationally, freight is expected to increase 19 percent by the year 2022. Without investment in maintaining and expanding this infrastructure, inefficiencies will result in a competitive disadvantage, certainly felt more acutely in an environment of increasing energy costs.

Virginia is fortunate to a have a truly intermodal system of transportation spanning the water, railways, roads, air and even into space. As each mode is related to the entire system, an increase or decrease in efficiency in one mode affects the entire system. This interdependency acts as a multiplier effect, thus any investment to improve one mode, exponentially improves the efficiency of the entire transit system. 

The Commonwealth’s transportation system is certainly getting the attention and investment it deserves in order to, literally, lay the groundwork for Virginia’s future growth. As Virginia seeks to advance its position as CNBC’s Top State for Business, improvements to transportation infrastructure allow the Commonwealth to compete at the global level and attract businesses, jobs and consumers to Virginia.
